Portuguese Language Community

The INEE Portuguese Language Community (PLC) is a network space that facilitates advocacy, resource development, and knowledge sharing among INEE members who speak Portuguese. The PLC creates, translates, and disseminates tools and information in Portuguese and supports training and capacity-building opportunities for Portuguese speaking INEE members. The PLC is supported by a Language Community Facilitator.

Within INEE membership there are 558 members marking Portuguese as a working language in their member profile. There are currently 256 registered PLC members and 278 subscribers to INEE’s Portuguese language email lists. Membership in the PLC and subscriptions to all INEE mailing lists are free and open to all INEE members.


PLC members live in 66 countries around the world with Portugal been the country with more members followed by Brazil. Below is a geographic breakdown of the countries where these members have most work experience. PLC members also represent numerous organizations and bodies such as international and local NGOs, UN agencies, government institutions, community based organisations, and academic institutions, such as universities and schools.

PLC Engagement


The INEE website is fully accessible in Portuguese (, and is populated with a range of member-contributed content, including news, jobs, blogs, resources, multimedia, and discussion forums.

PLC members receive a monthly newsletter that highlights developments in the field of education in emergencies (EiE) and the work of INEE network members; the newsletter also contains information about jobs vacancies, training opportunities, and scholarships. PLC members also regularly contact INEE to request materials, to learn about trainings and other network activities, and to seek volunteering and work opportunities. Most of the communications originate in Brazil and Portugal, and from Portuguese education sector professionals working in development or humanitarian programs.

INEE Working Groups

From 2014 to 2017 the PLC was represented in the INEE Education Policy Working Group (EPWG) by the Institute of Education of the University of Minho (IE-UMinho). Throughout this period IE-UMinho engaged in numerous EPWG activities and hosted two INEE meetings in Braga, Portugal:

INEE Minimum Standards and capacity building

The first edition of the INEE Minimum Standards handbook was translated to Portuguese as part of a PLC volunteer initiative in 2004. The second edition was translated to Portuguese in 2010 and many trainings have been held on the tool in Angola, Guinea-Bissau, and East Timor. The INEE Minimum Standards has been disseminated in several Lusophone countries with support from national and local partners:

  • Angola - UNICEF and Ministry of Education
  • Brasil - Abrinq Foundation and Petrópolis Municipality
  • Cape Verde - Open Society Foundations and Campanha Nacional pelo Direito à Educação
  • Portugal - Higher School of Ed. at Viana do Castelo and Institute of Ed. at the Univ. of Minho

Conflict Sensitive Education (CSE)

Between 2014 and 2017, the Institute of Education of the University of Minho was a member of the INEE sub-Working Group on Conflict Sensitive Education (CSE). This group focused on enhancing the accessibility of the CSE Pack among partners working in emergencies and protracted crises in order to increase the relevance of the Pack for users, increase involvement of government representatives in CSE training and planning, and improve sustainability of CSE Pack use and training. In 2017, PLC members translated the CSE Pack, which is available on the INEE website.

In July 2017, two PLC members participated in an INEE Conflict Sensitive Education Training of Trainers (ToT) in Amman, Jordan, where a number of "anchor organizations" were selected to roll out multi-agency, in-country CSE trainings within six months after the ToT. The PLC participants supported anchor organizations in their rollout processes, and the IE-UMinho developed a research plan and guidance for the research consultant on this project.


Through the PLC Facilitator, INEE has been represented in advocacy networks and coalitions for the right to education in the Lusophone world:

  • Global Campaign for Education, Portuguese Coalition (2012-2015)
  • Lusophone Network For the Right to Education - ReLus (since 2014)
